Risk Management in K3: Identifying Hazards Before They Identify Workers

Accidents Rarely Happen Suddenly

This statement is important because it shifts the perspective. As long as K3 is only seen as a matter of signing forms and putting up signs, real dangers will continue to escape attention.

The data from 2025 reveals a dark side. Out of the total cases, 9,834 resulted in death and 4,133 others caused functional disabilities or total disabilities. Such numbers are not fate. They are an accumulation of small risks that have been allowed to pile up without anyone addressing them.

HIRADC, A Often Overlooked Method

The process is gradual. It begins with dissecting each work activity to find sources of danger, from rotating machinery, chemicals, working at heights, to cables lying haphazardly on the floor. Each hazard is then assessed using a risk matrix, weighing how likely it is to occur and how severe the impact would be. Only after the risk picture is clear, is control determined.

HIRADC is not a formality. Government Regulation Number 50 of 2012 on K3 Management Systems places it as a mandatory and auditable element. The international standard ISO 45001:2018 also demands a similar risk-based approach.

PPE Is the Last Line of Defense, Not the First

Many workplaces mistakenly place personal protective equipment (PPE) at the forefront. In fact, in the hierarchy of risk control, PPE occupies the lowest position.

The correct order starts with elimination, which means completely removing the source of danger. If that is not possible, the next step is substitution, replacing hazardous materials or processes with safer ones. After that comes engineering controls, such as installing machine guards or ventilation. Followed by administrative controls in the form of procedures, job rotation, and regular inspections. Only then is PPE used as the last layer of protection.

The logic is sound. Providing masks to workers does help, but it is much safer if the dust can be eliminated at the source. Gloves will not mean much if the machine is never equipped with safety features.

Investing Upstream
