The article 319 thousand workplace accidents in a year discusses the magnitude of claims for the Work Accident Insurance (JKK). Each claim starts from a report made by the employer. The deadline is short: 2 x 24 hours.
The regulations are outlined in Permenaker 5 of 2021, which has been significantly amended by Permenaker 1 of 2025 (effective February 24, 2025). Many old guidelines still refer to the 2021 version. Here is the current version.
Two reports, two starting points

Both can be submitted online or offline. Report Stage II also serves as a claim for JKK benefits, including cash compensation. For example, Temporary Inability to Work compensation: 100 percent of wages for the first 12 months, then 50 percent.
If it exceeds 2 x 24 hours
This change is most felt in the company's finances. Article 8 paragraph (2a) of the 2025 amendment states: if the reporting deadline is exceeded, the JKK benefits become the employer's obligation. The company initially covers the costs, then claims reimbursement from BPJS Ketenagakerjaan after the report is submitted (paragraph 2b). Paragraph (2c) places the reimbursement under the applicable regulatory provisions, so it should not be assumed to be automatically returned.
One more trap. Workers, their families, trade unions, or hospitals can notify BPJS Ketenagakerjaan directly (Article 8A and Article 9). This notification does not absolve the company's obligation to report.
Changes since 2025
- Suspicions must also be reported. Article 8B requires Report Stage I to be submitted while the status is still a suspicion. Waiting for certainty actually consumes the 2 x 24 hour allowance.
- Medical expenses are guaranteed upfront. While the status is still a suspicion, BPJS Ketenagakerjaan guarantees treatment at healthcare facilities that cooperate with BPJS Ketenagakerjaan and/or BPJS Kesehatan. The rights to class and rates follow the health insurance program (Article 8E).
- If it turns out not to be a workplace accident, the guarantee is transferred to BPJS Kesehatan no later than 2 working days. Workers not registered in JKN bear the costs themselves or through other insurers (Article 8F).
- There is a deadline for conclusions. BPJS Ketenagakerjaan must conclude no later than 30 days from the receipt of Report Stage I (Article 8C and Article 10).
- New criteria. Physical violence and/or sexual assault at the workplace or in the course of work are now included as workplace accidents. Evidence includes police certificates and visum et repertum (Article 7).
- Witness requirements are more flexible. For accidents during travel, on duty, or during urgent matters, evidence can be in the form of a police letter, witnesses who know the incident, or other relevant witnesses. The 2021 version required a police letter or two witnesses.
Prepare the content before an incident occurs
The 2 x 24 hour deadline feels tight if the data is only sought after the incident. The minimum content of the notification according to Article 8A includes:
- participant number or worker's NIK;
- chronology: location, source of cause, date, and time of the incident;
- name and phone number of the reporter or a contact person.
During the examination, the inspector uses witness statements and a map of the incident location (Article 15). Accidents during overtime or external duties are proven with overtime orders or assignment letters (Article 7). Archive these documents from the start; do not wait until the claim arises.
Report Stage II must include the participant card, ID card, doctor's certificate, and receipts for transportation and medical expenses (Article 19). If the documents are incomplete, BPJS Ketenagakerjaan will notify within 3 working days from the receipt of the report.
If the result is "not a workplace accident"
BPJS Ketenagakerjaan will notify the ministry or labor office no later than 2 working days from the conclusion (Article 11). Workers or companies that disagree can request an investigation and examination from Kemnaker, the Provincial Office, or the local labor inspection unit. The Labor Inspectorate will then make its own determination (Article 11A).
