The SKD certificate has been downloaded. All three scores are above the passing threshold. Then the announcement from the agency comes out, and your name is not on the list of SKD passers. This is not a miscalculation. The selection for state universities uses two filters, and the certificate only addresses the first filter.
Download, then verify its authenticity
The SKD certificate can be downloaded from the page sertificat.bkn.go.id (the spelling does indeed use the letter c). Fill in your National Identification Number and participant number, select the selection type "Sekolah Kedinasan" (State University), then press DOWNLOAD. To ensure the document is authentic, the same page directs you to the Validator SertifiCAT application on Google Play.
Also, take note of the numbers displayed on the screen when the exam is finished. Article 13 paragraph (5) of Permenpan RB 13/2026 requires agencies and Panselnas to ensure that the results announced match the final results displayed on the monitor where the exam took place. If there is a discrepancy, the screen number is your reference when inquiring through official channels.
First filter: each subtest has its own threshold
The Decree of the Minister of Administrative and Bureaucratic Reform (Kepmenpan RB) Number 406 of 2026 establishes this year's SKD structure: 110 questions, 100 minutes, with a maximum score of 550.

In TWK and TIU, correct answers are worth 5 points, while incorrect or unanswered questions are worth 0. In TKP, each answer is worth between 1 and 5 points, and unanswered questions are worth 0.
Two things are often overlooked. First, the total cannot compensate for subtests. A total of 400 with TWK 60 still results in disqualification, as the threshold applies per subtest. Second, the TKP threshold is the most challenging when compared to its maximum score: 156 out of 225, nearly 70 percent. TWK only requires 65 out of 150, less than half.
There is an exception. Participants from certain regions who receive affirmative action, upon the proposal of the ministry or organizing agency and the approval of the Minister of PANRB, use a different threshold: a minimum total of 281 and a minimum TIU score of 55.
Second filter: ranking, not threshold
Passing the threshold only puts you in line. Article 13 paragraph (6) limits the number of participants declared to have passed the SKD to a maximum of three times the number of student needs, or as approved by the Minister. They are taken from the highest ranks among those who meet the threshold. If the need is for 20 people, then at most 60 will proceed.
If several participants have exactly the same total at that cutoff line, the determining order is: TKP first, then TIU, then TWK. If all three are the same, all participants with the same score are declared to have passed the SKD.
The decision to pass the SKD does not come from the certificate. Article 13 paragraph (4) assigns this to the Chairperson of the Selection Committee of the ministry or agency, and that agency is the one that announces it. This year's official schedule places the announcement of SKD results in stages from October 1 to 13, 2026.
After passing the SKD, the certificate becomes the tiebreaker
Article 17 establishes the final passing based on the scores of the subsequent selection. The SKD score is only used again if the scores of the subsequent selection are tied. The order according to Article 18 is: total SKD, then TKP, TIU, TWK, then the average diploma or report card, and finally the highest age. So keep your certificate safe. It can still determine who gets in when two names are vying for the last seat.
Also, note the deadlines. For agencies using the BKN CAT in the subsequent selection, the Letter from the Head of BKN Number 5249/B-KS.04.01/SD/K/2026 schedules the submission of billing codes and PNBP payments from October 14 to 18, 2026, followed by the exams on October 25 to 26. The subsequent selection outside of BKN CAT takes place from October 11 to 28.

Checklist after the certificate is downloaded
- Match each number with what was displayed on the screen during the exam.
- Verify the authenticity of the document through Validator SertifiCAT.
- Compare each subtest with its threshold, not the total.
- Wait for the official announcement from the agency to see your ranking position.
- If you pass, note the deadlines for the subsequent selection payment.
According to BKN, 103,647 participants are scheduled to take the SKD for state universities this year. The Head of BKN also urged participants not to trust parties promising to help or influence selection results. The certificate and official announcements are sufficient to know your position.
